Short answer: You can run memmaker in Win95, but it usually doesn't improve things much compared with just following some simple rules and editing config.sys yourself.
A help file with general info about managing conventional memory in Win95 is available here. If you follow those guidelines, you probably won't need to run memmaker.
Long answer:
Memmaker is an "old dos" program that you can still use in Win95 if you like. If you upgraded from "old dos" to Win95, it's still in your \Dos folder if you didn't delete it.
If you have a new PC with factory installed Win95, or if you just deleted all the old OS files, you can get memmaker (and several other old but still useful programs) from the Win95 CD in \Other\Oldmsdos. Or, you can download the "Old MS-DOS Utilities" from Microsoft at: http://www.microsoft.com/windows/windows95/info/cdextras.htm
Be sure to copy the files memmaker.exe, memmaker.hlp, memmaker.inf, chkstate.sys, and sizer.exe to the C:\Windows directory on your HD (memmaker needs to be run in a directory that contains those files, plus the emm386.exe and himem.sys files). Run memmaker after restarting the computer in MS-DOS mode.
